Urban Conservation Programs

The SVSWCD administers both the Virginia Conservation Assistance Program (VCAP) and the Harrisonburg Conservation Assistance Program (HCAP). These urban conservation programs provide financial incentives as well as technical and educational assistance to property owners installing Stormwater Best Management Practices (BMPs) in our service area (Rockingham County, Page County, and the City of Harrisonburg). The HCAP program funds practices to address on-site stormwater concerns on properties within the City of Harrisonburg. Visit the city’s HCAP page to see if your site is eligible and to complete a site visit request form to start the application process. Qualified sites must be used for residential, commercial, or recreational purposes with a proposed practice that addresses a need.
The VCAP program funds practices to address on-site stormwater concerns on properties in Rockingham and Page counties. These practices can be installed in areas where problems like erosion, poor drainage, or poor vegetation occur. Qualified sites must be used for residential, commercial, or recreational purposes with a proposed practice that addresses a need.
